Abu Dhabi City Municipality is one of the government service departments in the Abu Dhabi government that has been honored to carry the banner of achievements during the development and construction process and has embodied with faith and determination the directives of the wise leadership to establish a base of giant infrastructure in the Emirate of Abu Dhabi and implement many huge urban projects that came parallel to future development plans.
Abu Dhabi City Municipality was established in 1962. In 1969, an Emiri Decree was issued appointing the first Municipal Council for Abu Dhabi City. Its tasks expanded to include public services, general planning of the city, design, construction, maintenance and lighting of roads, implementation of sewage networks, street landscaping, launching the comprehensive agricultural process in the emirate, and establishing public markets.
At the beginning of 2005, the Abu Dhabi City Municipality, Al Ain Municipality, the Public Works Department, and the Al Ain Agriculture and Animal Production Department were merged into one department under the name of the Department of Municipalities and Agriculture, to continue with the new concept and vision consistent with the development and construction trends with a renewed and creative spirit.
In May 2007, His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, may God protect him, issued the law establishing the Department of Municipal Affairs, so that the Department of Municipal Affairs would include, within its new framework, three administratively independent municipalities: Abu Dhabi City Municipality, Al Ain City Municipality, and Western Region Municipality.
In 2016, His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, may God protect him, issued a law regarding the establishment of the Department of Municipal Affairs and Transport. The law stipulated the establishment of a department called the “Department of Municipal Affairs and Transport” to replace the “Department of Municipal Affairs” and the “Department of Transport”, and all their assets, possessions, rights and obligations shall be transferred to the new department. The law stipulated the subordination of the Abu Dhabi City Municipality, the Al Ain City Municipality, the Western Region Municipality and any municipality established in the future to the Department of Municipal Affairs and Transport, and the department shall undertake the supervision and oversight of the municipalities.
In 2017, His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, may God protect him, issued an Emiri Decree appointing His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the Armed Forces, as Chairman of the Executive Council of the Emirate of Abu Dhabi. His Highness also issued an Emiri Decree restructuring the Executive Council of the Emirate. Based on the Emiri Decree on the new formation of the Council, it was decided to merge the “Abu Dhabi Urban Planning Council” with the “Department of Municipal Affairs” to become the “Department of Urban Planning and Municipalities”. The Municipality of Abu Dhabi City, the Municipality of Al Ain City, the Municipality of Al Dhafra, and any municipality established in the future will be affiliated to the Department of Urban Planning and Municipalities, which supervises and monitors the work of the municipalities and other entities affiliated with them.
Since its inception, Abu Dhabi City Municipality has set a number of basic objectives, the most important of which is implementing projects aimed at establishing a giant infrastructure, including sewage projects, bridges, a modern road network, and means of transportation, consolidating comprehensive development projects, supporting the green march, in addition to moving forward towards objectives aimed at expanding the circle of development to include participation in building a large-scale urban renaissance.
Hence, Abu Dhabi City Municipality has set its sights on the importance of finding the means to achieve a decent life for citizens, in implementation of the wise policies of the wise leadership, by providing civilized housing and modern services within the system of unlimited support for development components, the most important of which is the human being. Abu Dhabi City Municipality is a founding member of the General Secretariat of the State Municipalities and a member of the Arab Cities Organization and the Islamic Cities Organization.
