His Majesty Sultan Qaboos bin Said - may God bless his soul - paid great attention to teaching Islamic sciences, as religion and high morals were two essential pillars in building the modern civilization of Oman. His Majesty emphasized this in his royal speech when he said

“We build, develop and raise the edifice of civilization high and we build for Oman a modern civilization with solid foundations on a solid foundation of religion, morals and beneficial knowledge.” Accordingly, His Majesty - may God protect him - issued Royal Decree No. 24/86 establishing the Institute of Islamic Judiciary, Preaching and Guidance, which was affiliated with the Ministry of Justice, Endowments and Islamic Affairs at that time.

Many of these scholars have emerged in Oman, whose writings and glorious history attest to the development they have achieved. The care of the founder of the blessed renaissance for Islamic education was clear, as the Institute for the Preparation of Judges, which is the predecessor of this college, is the first higher educational institution in the Sultanate of Oman.

It was established in 1976 AD and has continued to develop and keep pace with the progress of the world. Now the college qualifies male and female students in various programs, diplomas, bachelors and masters in many specializations, including jurisprudence and its principles, the principles of religion, Islamic economics and Sharia, and in many means of in-person and distance education.
