Under the National Education Policy-1986, such residential schools have been envisaged, which have been named Jawahar Navodaya Vidyalaya and will make every possible effort to bring forward the best rural talent.

It has been felt that the specially gifted children should be given adequate opportunities by providing them quality education, irrespective of their ability to pay fees, so that they can move ahead in their life. Such education will help these rural students to compete with their urban counterparts.

To establish, fund, maintain, control and manage schools (hereinafter referred to as 'Navodaya Schools') and to do all such things as are necessary or conducive to the promotion of such schools. Their objectives are as follows:-

• To provide qualitative modern education, incorporating important components such as social values, environmental awareness, adventure activities and physical education, to talented children predominantly from rural areas, irrespective of the socio-economic status of their families.
• To provide facilities for teaching in a uniform medium i.e. English and Hindi at an appropriate level throughout the country.
